SPA Principal Keith Porter participated in a FEMA workshop to review its draft guidelines for documenting losses avoided by earthquake mitigation projects. The FEMA LAS earthquake guidelines will ultimately be encoded in software to facilitate the creation of LASes by owners of retrofitted facilities.
